Mr. Xu Shanda, is currently the Deputy Commissioner and member of Board of Directors of the State Administration of Taxation (SAT).
Mr. Xu graduated from the Automatic Control Department of Tsinghua University in March 1970, and was conferred on Master of Agricultural Economic Administration degree by the Graduate School of the China Academy of Agricultural Sciences in 1984, and Master of Arts degree in Public Finance by the University of Bath of UK in 1990. He also holds the title of Senior Economist and qualification of Certified Public Accountant.
Mr.Xu had been appointed as, in time sequence, the Dputy Division Chief of the Research Division of the State Tax Bureau under the Ministry of Finance,Director of Research Office of the Research Institute of Taxation Sciences of the State Tax Bureau, Deputy Director-General of the Tax System Reformation Department of State Tax Bureau, Deputy Director-General and Director-General of the Policy and Legislation Department of SAT, Director-General of Local Taxes Department of SAT, and Director of Investigation Bureau of SAT.
Mr. Xu has long been engaged in research in macro-economy, banking,finance and taxation theories. He is appointed as Specially Invited Research Fellow by the Guanghua Management School and Law School of Peking University, China Economy Research Center of Economic Management School of Tsinghua University, and also appointed as pluralistic professor by Xi'an Communication University, University of Science and Technology of China and the Central University of Finance and Economics. He sits in the Chinese Panel for the Audit Guidelines in the Chinese Institute of Certified Public Accountants, and is a member of the China Economy 50 People Forum. His major works include: Marxism and Law of Diminisbing Remuneration(monograph), National Taxation (editor in chief), China's Tax System Reform (associate editor in chief), Rule of Law in China's Taxation (first co-author), Research on China's Tax Burden (first co-author), Study of China's Taxing Power (first co-author), Theories of Taxation in Developing countries (first co-translator), China's Public Finance Policy(first co-translator), and Tax System Engineering Research (Chairperson).
