Who Can be Regarded as Foreign Experts?

It is an important way for the Chinese government to recruit foreign experts to promote its international exchange of talents. Foreign experts refer to the foreign professionals who come to assist China in its economic and social development. They are not ordinary laborers, but shall be certified by the authorities.
Foreign experts are classified into the following types: 1. Foreign experts of education, culture, science and public health
They refer to foreign professionals recruited to work in the schools and other educational institutes, in the press and the publishing industry, in the medicine and public health, in the scientific research institutes, or in the fields of culture and art or sports in China. They shall have bachelor’s degree or above with no less than two years of working experience.
2. Foreign experts of economy, technology and managementThey refer to the foreign professionals who are recruited to work in the government organizations, in the departments of the economic and social administration, in the industrial or commercial enterprises, in the fields of finance or politics and law, etc, either for a short or long period.
It also includes, in the foreign invested enterprises, the resident foreign investors, legal persons and senior managerial staff (foreign general managers, presidents or vice presidents of a factory) who engage in the execution and administration of the enterprises, and resident foreign technicians who engage in the manufacture and operation of the enterprises.
3. The permanent representatives of foreign expert organizations and intermediary human resources organizations which have been authorized by the State Administration of Foreign Experts Affairs, and registered either in the industry and commerce administration authorities (commercial and profitable) or in the civil service departments (non-profitable).
