Guangzhou, Foshan Ink Urban Integration Agreements

On March 19, Guangzhou and neighboring Foshan city in Guangdong Province signed a series of agreements to boost integration in industry construction, city planning, environment protection and transportation infrastructure construction.

The framework agreement outlines the general requirements and developmental goals.

"Signing the agreements marks a new step towards the integration of the two cities," said Mayor Zhang Guangning, "It has great significance in the implementation of the PRD development and reform blueprint."

The two cities decided to form integrated regulations by set up a new administration system, which is considered as biggest obstacle in Foshan’s progressing to get integrated with the capital for packaged development.

A cooperation mechanism consists of three levels will be built, a “leading group” including the cities’ Party Secretaries and Mayors; a “joint conference system” host by Mayors and teams in specific fields.

A total of 55 intercity roads including 17 expressways, and 7 intercity railways will connect the two cities according to the agreements. At present, line one of Guangzhou-Foshan Metro are under construction, and the line two is planned to connect Foshan with New Guangzhou railway station.

More buses will be used in the area, and the tickets fares will be unified in the two cities.

According to Nanfang Daily, local residents hope the two cities can finally integrate the transportation, medicare, energy, banking, and other systems.

GDP of Guangzhou and Foshan exceeded 1.25 trillion RMB in 2008, catch up those of Singapore, and close to Hong Kong and Shanghai.
