The Guangzhou Foreign Experts Bureau is under the Guangzhou municipal Human Resources and Social Security Bureau. Its responsibilities include:

Making and implementing policies to introduce foreign talent, attracting students to study in Chinese mainland and training officials overseas for public affairs.

Introducing and implementing foreign programs for talent which have been licensed administratively.

Editing and reporting work plans and other documents administering the introduction of foreign talent; supervising and inspecting the implementation; managing and examining the use of according funds.

Arranging overseas training and study for the staff sent by governments and enterprises.

Servicing and qualifying foreign experts (teachers and professional technicians included), students learning in China and certified highly qualified personnel in Guangzhou

Promoting the experience of foreign experts (teachers and professional technicians included), Chinese overseas returning to China and outbound trainees, and to award them.

Guiding the international exchange and cooperation among Hong Kong, Macau and Taiwan within the system of Guangzhou Human Resources and Social Security Bureau.

2010年市府下发的《印发广州市人力资源和社会保障局主要职责内设机构和人员编制规定的通知》（穗府办[2010]73号），确定市人力资源和社会保障局设立“对外交流与合作处（挂广州市外国专家局）”。职能如下：

拟订引进国（境）外智力、吸引留学人员政策和因公出国（境）培训政策并组织实施；

负责引进国（境）外智力行政许可事项在本市的实施工作；

负责编报引进国（境）外智力工作规划、计划和项目，监督、检查项目执行情况，管理和审批使用专项经费；

负责因公出国（境）培训工作和单位公派出国（境）留学工作；

负责来穗国（境）外专家（含教师等专业技术人员）、留学人员的管理服务和海外高层次人才的认定工作；

负责国（境）外专家（含教师等专业技术人员）、留学回国人员和出国（境）培训工作的经验推广、表彰奖励工作；

指导全市人力资源和社会保障系统的国际交流合作工作及与港澳台交流合作事宜。
